Happy Anniversary Bill

My name is Ann Marsh and on this day 46 years ago I met Bill Carstarphen -
it was his first day in the Charlotte city manager's office where I worked. After
Bill retired and moved back to Charlotte, I sent him an email every year on this
date to wish him a happy anniversary. And he always emailed me back
remarking with fondness of his time in the manager's office.

Bill liked to tell a story about that first day. He had absolutely nothing to do
that first morning. His desk was empty; no one had given him any assignments
- yet. Nothing. Ann to the rescue. I took a copy of the City Code in to Bill and
suggested he read it. I can hear him laughing now telling that story. It was funny
the way he told it and he got such a kick out of it.

Such a great guy and what a privilege to have known him for so many years.
I can hear him laughing now. I can hear him blowing his nose too. :-)
I can hear him talking about Gertie driving to Charlotte to shows at the
Merchandise Mart where she would shop for her store. Driving in her
Cadillac I believe. And I can see Bill now walking with his crutches to join a
group of us retired City employees as we gathered for breakfast at Showmar's
at Seventh and Pecan and hear him as he told the story of his (mis)adventure on
Mt. LeConte. That was the last time I saw Bill. He was always in a good
mood and he was that day too.
