Who Was W.H. Carstarphen?

William Henry Carstarphen was born on April 20th, 1940 in Williamston, North Carolina to Gertrude and William Henry Carstarphen. A loyal Duke University graduate with a Masters Degree in City Management from the University of Kansas, Bill held positions in several North and South Carolina cities throughout his career. Always a bold and creative leader, Bill enjoyed his work immensely and was a recipient of the Longleaf Pine Award in recognition of his contributions.

In 1995, he retired from city management and segued into legislative advocacy for the Charlotte Area Transit System. He played a key role in the development of the LYNX Blue Line in Charlotte, NC. Bill was one of those lucky people whose life's work was both valuable and satisfying.

Bill was an only child, but is survived by his wife Virginia; daughters Lisa, Kristin & Daughtry; son-in-law Timothy Roven; grandsons Keel Norton Carstarphen Roven and Bex Henry Carstarphen Roven; cousins Jane Gray Sullivan, Franki Anderson & Fagie Pruden; step sons Will Bullock and his wife Jane and Jonathan Bullock; step daughter Martha Bullock Baker and her husband Chris; and brother-in-law Dick Scudder.

He was a great father, husband and friend to all and will be missed more than words can express.
